The Town of Bowman, South Carolina is governed by a mayor and four council members who are elected at-large to staggered four-year terms. Non-partisan municipal elections are held on the first Tuesday after the first Monday of November in odd-numbered years.

Mrs. Patsy Rhett - Mayor
Rev. Patsy F. Rhett of Bowman, South Carolina is married to Bennie Rhett of Reevesville, SC and they are the parents of three grown children, Tanyetta (Tyrone) Thompson of Summerville, SC, Shauna Rhett of Elgin, SC and Bennie Jamel Rhett of Orangeburg, SC. They are the proud grandparents of Peyton, Mikaya, Lendric, Titus, Jamera, and Ericsson Moncree.
Rev. Rhett is an ordained Local Elder of the African Methodist Episcopal Church and serves as Pastor of the Good Hope AME Church of Bowman where she is a lifelong member after serving for seven years as Pastor of the Cedar Grove AME Church where she was truly blessed by God to have encountered the mighty move of God upon her life and the lives of the congregation.
I am truly blessed by God and appreciate every opportunity to share God's word with his people everywhere. I know that the anointing makes the difference and I thank and praise God for his grace and mercy.
Rev. Rhett is a member of the Bowman Town Council where she holds the position of Mayor and holds an Advanced Municipal Elected Official Certificate.
Rev. Rhett was educated in the public school system of Bowman and is a 1971 graduate of Bowman High School. She continued her studies at Palmer College of Columbia, SC where she obtained an associate degree in business. She worked for 26 years in the Solicitor's Office of the First Judicial Circuit where she held positions of Secretary, Administrative Assistant and Director of Pre-Trial Intervention. She was also employed for 10 years in the public school system where she recently retired. She has served on many boards and has received various awards but answering the CALL TO PREACH is her most precious and outstanding award.
Town Council
Mrs. Shaquetta Pelzer - Parks and Recreation Commissioner
Shaquetta Pelzer of Bowman is married to Devin Pelzer of Jersey City, NJ. They currently reside in Bowman where Mrs. Pelzer works with Save the Children where she is the Administrator, Program Operations.
Mrs. Pelzer is a 2008 graduate of Bethune-Bowman High School with the honor of Valedictorian of her class. She graduated Cum Laude from Voorhees College with a Bachelor of Science Degree in Mass Communications.
Mrs. Pelzer is a member of Antioch Baptist Church where she serves on the Usher Board. She is also co-founder of God's Glory Outreach Ministry and Founder of B.F.F.:Be Friends First Bully Prevention Program.
Mrs. Pelzer is also President of the Bowman Pride Squad (Beautification Committee).
Mr. Linwood Isaac Carter - Streets Commissioner
Linwood Isaac Carter, nicknamed at birth Ike, and always called by that name, has been a lifelong resident of the Bowman community having been born here and attended the Bowman schools and then Clemson University graduating in 1974 with a BS degree in Electrical Engineering. He is married to fellow lifelong Bowman resident Sherry Kiser Carter, and they have two children, a daughter, Lindsay Tidwell an attorney living in Jacksonville, Florida and a son, Travis Carter self-employed living in Bowman.
Over Ike’s 45-year professional career he has worked in a broad range of capacities involving manufacturing, construction, engineering and project management.
The manufacturing experience has covered many industries including wood products, metal fabrication, chemical process, and product fabrication and assembly.
Construction experience has covered many phases from small dollar to billion dollars plus including large data centers, manufacturing facilities, oil and gas process handling, etc. This construction experience included work with research; design; development; implementation; equipment specification and install and commissioning including support documentation.
Over the last 15 years before his retirement in August of 2017 he was working with private defense contractors for military base infrastructure support particularly regarding petroleum and liquid fuels to include the research, design, development and commissioning of lighting, lighting, power and facilities support systems to support mission critical needs both inside and outside the United States.
His career project management experience includes managing significant numbers of direct report employees in both private and government funded work as a hands-on engineer. Significant software experience with ERP, AutoCAD, PLC and PC used in process operations, tracking proposals, bidding, project management POAM’s using plan of actions, tracking progress by written reports and pictures along with managing budgets and required procurement requirements contracts for private and government funded projects.
Ike is a member of Wightman United Methodist Church here in Bowman.
Mrs. Deleasera Rogers - Police Commissioner
Deleasera Rogers is a native of Bowman, SC.
Mrs. Rogers is a 1988 graduate of Bowman High School. She is also a graduate of Denmark Technical College in Denmark, SC.
Mrs. Rogers is a retired Corrections Officer with the Orangeburg County Detention Center. She is member of Antioch Baptist Church.
Mrs. Rogers has been blessed with two children Paris and Jake Bookard.
Mr. Shawn Glenn - Water/Sewer Commissioner
Mr. Shawn Glenn is a native of Bowman, SC and a 1991 graduate of Bowman High School.
Mr. Glenn is an 11-year Army Veteran. His work experience includes 6 years as a warehouse specialist at DPU, 6 years as a MRAP vehicle assembler at Force Protection and currently an Airplane Assembler at Boeing where he has been employed for 10 and half years. Councilman Glenn is the Owner of Glenn Promotions.
He is married to Jalasha Glenn and have 4 children.
Councilman Shawn Glenn is also the son of the late Mayor Marion Glenn, Jr.
Administrative Staff
Mrs. LaGwenda Berry - Town Clerk
LaGwenda Berry is native of Bowman, SC who currently resides in St. Matthews, SC. She serves as the Town Clerk and oversees the day-to-day operations of the Town of Bowman. She is a graduate of South Carolina State University with a bachelor's in child development and Strayer University with master's in education. She has taught and works with children for the past ten years.
She is a member of Pineville United Methodist church where serve as Children and Youth Leader.
She is married to Dominique Berry, and they have three daughters and one son Dilyn, Skye, Denym and Dominique Jr. She looks forward to working with the citizens of the Town of Bowman.
Ms. Tamara Ross - Assistant Town Clerk
Tamara Ross is a native of Darlington, SC. She currently resides in Bowman, SC. She serves as the Assistant Town Clerk and assist with overseeing the day-to-day operations of the Town of Bowman. She has worked in the nursing field for 11 years and HR/Payroll for 4.
She has been blessed with five children: Samara, Wallace Jr., Nylan, Ashlynn and Nicholas, Jr.
Mrs. Yvonne Lewis - Office Manager
Yvonne Lewis serves as the Office Manager for the Town of Bowman. Yvonne helps to oversee the day-to-day activities of the town. She is a native of Bowman, SC and has earned an associate degree in criminal justice from Orangeburg Calhoun Technical College and a bachelor's degree in Sociology Administration from Claflin University, where she graduated Cum Laude. Yvonne is a graduate of the S.C. Municipal Clerks and Treasurers Institute.
Yvonne is a member of the New Mount Zion Missionary Baptist Church of Bowman, where she serves as the President of the Senior Usher Board, Church Clerk and a member of the Missionary Society. She is also a member of Zeta Phi Beta Sorority Inc.
Yvonne formerly served as the Town Clerk for more than 20 years and has retired after 28 years of service and has retired from the Orangeburg Consolidated School District 5 as a former bus driver with 32 years of service.
Yvonne is married to Jerry Lewis, and they have four daughters and seven grandchildren.
