Meet the Staff

The Town of Bowman, South Carolina is governed by a mayor and four council members who are elected at-large to staggered four-year terms. Non-partisan municipal elections are held on the first Tuesday after the first Monday of November in odd-numbered years.

Mayor

Mrs. Patsy Rhett - Mayor

Rev. Patsy F. Rhett of Bowman, South Carolina is married to Bennie Rhett of Reevesville, SC and they are the parents of three grown children, Tanyetta (Tyrone) Thompson of Holly Hill, SC, Shauna Snell (Brent) of Gatson, SC and Bennie Jamel Rhett of Orangeburg, SC. They are the proud grandparents of Peyton, Mikaya, Lendric, Titus (deceased), Jamera, Kaiden and Ericsson Moncree.

Rev. Rhett is an ordained Local Elder of the African Methodist Episcopal Church and serves as Pastor of the Good Hope AME Church of Bowman where she is a lifelong member after serving for seven years as Pastor of the Cedar Grove AME Church where she was truly blessed by God to have encountered the mighty move of God upon her life and the lives of the congregation.

I am truly blessed by God and appreciate every opportunity to share God's word with his people everywhere. I know that the anointing makes the difference and I thank and praise God for his grace and mercy.

Rev. Rhett is a member of the Bowman Town Council where she holds the position of Mayor and holds an Advanced Municipal Elected Official Certificate.   

Rev. Rhett was educated in the public school system of Bowman and is a 1971 graduate of Bowman High School. She continued her studies at Palmer College of Columbia, SC where she obtained an associate degree in business. She worked for 26 years in the Solicitor's Office of the First Judicial Circuit where she held positions of Secretary, Administrative Assistant and Director of Pre-Trial Intervention. She was also employed for 10 years in the public school system where she recently retired. She has served on many boards and has received various awards but answering the CALL TO PREACH is her most precious and outstanding award.

Mrs. Shaquetta Pelzer - Streets Commissioner

Mrs. Deleasera Rogers - Police Commissioner

Deleasera Rogers is a native of Bowman, SC.

Mrs. Rogers is a 1988 graduate of Bowman High School. She is also a graduate of Denmark Technical College in Denmark, SC.

Mrs. Rogers is a retired Corrections Officer with the Orangeburg County Detention Center. She is member of Antioch Baptist Church.

Mrs. Rogers has been blessed with two children Paris and Jake Bookard. 

Mr. Jefford Johnson - Water/Sewer Commissioner

Rev. Dr. Jeffard W. Johnson was born on April 11, 1962 in Norfolk Virginia 

Born to the late Richard Johnson and Bertha Zimmerman/Johnson

Nurtured by his parents in a strong religious home

Reared in SC and received his formal education in the Orangeburg County School District

Received his associate degree in biblical counseling from Light University, Forest Virigina in 1980

Received his Bachelor of Arts in 2015, Master of Divinity in 2016 and Honorary Doctors in 2018 from Carolina Theological Bible Institute in Bowman, SC under the leadership of Rev. Dr. James Tindell and Dr. Slyvia Stephens

Served as an Associate Minister at Antioch Baptist Church from 2006-2010

Serves as an Assistant to the Pastor of Union Hill Baptist Church from 2010-2013

Served as Antioch Baptist Church Men's Ministry Leader from 2013-2015

Serves as Pastor of New Jerusalem Missionary Baptist Church in Holly Hill, Sc from 2014 - Present

Serves as Pastor of Hill Zion Missionary Baptist Church from December 31, 20217 - Present

Pastor Johnson favorite scripture is Romans 10:15; "How beautiful are the feet of those who preach the Gospel of peace, who bring glad tidings of good things!"

Pastor Johnson enjoys studying God's word and also enjoys fishing.

Pastor Johnson is a Born-again Believer and his motto is: "Word Driven, Ministry-Minded, Sharing My Faith, To Secure My Future."

Mrs. Ada Smith - Parks and Recreation Commissioner

Mrs. Ada R. Smith is currently a library associate at the OCL - Bowman Branch. 

She retired after 35 years in education, serving both as a teacher and head of school. 

Her education includes a B.S. from Clemson University as well as certifications from The Baptist College (Charleston Southern University) and Orangeburg-Calhoun Technical College. 

Mrs. Smith has been a resident of Bowman since 1989 and is dedicated to the town and making it a better community for all.

Mrs. Yvonne Lewis - Office Manager

Yvonne helps to oversee the day-to-day activities of the town. She is a native of Bowman, SC and has earned an associate degree in criminal justice from Orangeburg Calhoun Technical College and a bachelor's degree in Sociology Administration from Claflin University, where she graduated Cum Laude. Yvonne is a graduate of the S.C. Municipal Clerks and Treasurers Institute.

Yvonne is a member of the New Mount Zion Missionary Baptist Church of Bowman, where she serves as the President of the Senior Usher Board, Church Clerk and a member of the Missionary Society. She is also a member of Zeta Phi Beta Sorority Inc.

Yvonne formerly served as the Town Clerk for more than 20 years and has retired after 28 years of service and has retired from the Orangeburg Consolidated School District 5 as a former bus driver with 32 years of service.

Yvonne is married to Jerry Lewis, and they have four daughters and seven grandchildren.
